Are States Prepared for Workforce Pell?

The One Big Beautiful Bill Act expands Pell Grant eligibility to short-term, workforce-aligned programs, many states are not yet prepared to track and verify data on non-credit programs to determine eligibility for “workforce Pell” funding.
